China Telecom clarifies FDD LTE network for 4G system

Recently, Miao Wei, Minister of the Ministry of Industry and Information Technology, did not comment on how to issue 4G licenses to operators during the two sessions. However, he repeatedly stated on the timing of issuing 4G. On the one hand, he said that 4G licenses are expected to be issued this year; It will be at least another year for full commercial use. At present, the six pilot cities already have commercial conditions.

So far, only China Telecom has not stated its position on 4G licenses. In March last year, Wang Xiaochu was avoiding the matter when he talked about it. He just said that he had noticed that China Mobile, a competitor, had begun to develop 4G. China Telecom would actively track the technological changes of 4G while developing 3G. There is currently no news of 4G licenses, and China Telecom will plan according to the policies of the regulatory authorities, but China Telecom has not yet made any discussion on the construction of 4G.

However, at the China Telecom performance press conference on the afternoon of March 19, Wang Xiaochu changed his previous attitude. He said that in terms of 4G system, China Telecom tends to adopt the internationally developed FDD system.

He said that China Telecom prefers international standards, adopting FDD or TD standards, and is more inclined to FDD networks, because FDD LTE network investment is lower than TD-LTE, and China Telecom ’s original 3G network covers a wide range. China Telecom has an advantage in this regard .

He also said that the future 4G capital expenditure will be borne by listed companies, but the budget expenditure plan will depend on the timing of licensing. At present, the government has no specific target and licensing time; if the future 4G license requires China Telecom to use TD network, China Telecom will Consider renting a network from China Mobile, or even jointly building and operating a TD network with other TD-capable operations, because it is believed that cooperation is more efficient than separate construction.

Regarding the scope of 4G construction in the future, he said that China Telecom will make the necessary 4G expenditures to maintain its competitiveness, especially in the construction of 4G networks in large cities, rather than starting simultaneously in all regions, so capital expenditure will be controlled to a certain range Inside. But 4G investment in cities should be higher than China Mobile, because China Telecom's current base station density is relatively low, so when 4G invests, the base stations that will be built are more dense than their peers.
