The ash and residue storage operations for the No. 4 and No. 5 units of Huaneng Laiwu Power Plant have already met the conditions for tendering. The project is now undergoing tenders. The interested bidder’s applicant is now invited to apply.
1. Project overview and scope of tender
1.1 Project Overview:
Huaneng Laiwu Power Plant 2*330MW units (#4, 5), each furnace is equipped with one slag bin, two sets of reinforced concrete ash storage and two steel ash storages; two sets of sorting systems for ash storage; Ash slag, comprehensive utilization of all car transportation. According to the needs of the work, the ash storage and residue storage operations of Units 4 and 5 will be outsourced, including slag loading, ash loading, sorting system monitoring operations, material level measurement, ash and slag storage facility operations, and touring inspections.
1.2 The scope of tender:
The bid scope of this bid is the operation and inspection of the ash, slag warehouse and fly ash sorting system for Units 4 and 5.
2. Bidder qualification requirements:
2.1 General Terms of Qualification Review:
2.1.1 Bidder The applicant shall be an independent legal entity legally registered within the territory of the People's Republic of China. It shall have the ability to independently bear civil liability and have the right to enter into a contract independently.
2.1.2 Bid Applicants have a perfect quality management system and must hold ISO9000 system certification or equivalent quality management system certification issued by a nationally recognized qualification agency (valid for annual inspection).
2.1.3 It shall comply with national laws and administrative regulations, have a good reputation, have the ability to perform contracts and have a record of good performance of the contract. No major or above quality and safety liability accidents occurred in other similar service projects.
2.1.4 The bidder’s financial and reputational aspects shall meet the following conditions:
(1) The bidder is in good financial condition and has sufficient liquidity to undertake the implementation of the bidding project;
(2) The bid applicant has a good bank credit and business reputation and operates normally;
(3) is not being ordered to suspend operations or bankruptcy, and assets have not been reorganized, taken over and frozen;
(4) Bad applicants have no record of violations, violations of discipline, breach of contract, and untrustworthy records;
(5) No fraudulent bid, serious breach of contract, or major project quality problems in the last three years;
(6) Failure to find bad records and untrustworthy behaviors in the Huaneng system's previous performance and within the penalty period.
The applicant must provide the above-mentioned audited financial statements of the company for the past three years, certificates of credit issued by banks or credit institutions, and proofs of litigation performance provided by law firms or corresponding third parties. The bid inviter will conduct inquiries through the State Administration for Industry and Commerce's "National Credit Information Publicity System" and the Supreme People's Court "China Implementation Information Disclosure Network".
2.1.5 Bidder of the same sub-contract The applicant's person-in-charge is the same person or a different unit that has a controlling or management relationship and may not participate in the bidding for the same tendering project.
2.1.6 This tender does not accept any form of consortium bid.
2.1.7 According to the “Notice of Inquiries about the Full Implementation of Files of Bribery Crimes in Tendering and Bidding Activities†in the No. 3 Document of the High Inspection Conference [2015], the successful bidder is required to provide the residence of the unit within 10 days of receiving the notice of winning bid from the tenderer’s notice. Proceedings of the People's Procuratorate issued by the legal representative of the unit, the bribery crime files query notice letter. If no search result is submitted or if there is a criminal record of bribery, the qualification will be cancelled;
2.1.8 Other conditions stipulated by the state (such as national mandatory industry requirements, qualifications, etc.).
2.2 Qualifications Special Terms:
2.2.1 The bid applicant has good bank credit and business reputation.
2.2.2 Bid Applicants have the qualification for third-level or higher qualification of general contracting for power engineering construction.
2.2.3 Bid Applicants have more than three years of operating performance in terms of ash removal, slag removal, fly ash sorting, and chemical dosing operations.
3. Obtaining tender documents::
3.1. Time: From November 17, 2016 to November 23, 2016, daily from 8:30 to 11:30 and from 14:00 to 17:00 (Beijing time, except holidays).
3.4. Selling price: The cost of the bidding documents: 600 yuan/piece; the tender documents will not be refunded after sale.
