1. Project Overview and the scope of the tender:
1.1 The Huaneng Taicang power plant external heating network refers to the external steam supply network behind the exit gate of the steam header of the factory. 2. Eligibility requirements:
2.1 Basic qualifications of the applicant
2.1.1 Registered in the territory of the People's Republic of China and has an independent legal personality, holds a valid business license issued by the administrative department for industry and commerce, establishes a safety production license issued by the competent administrative department and passes the annual inspection, and the registered capital is 5 million yuan. 2.1.4 There are no bad records of countries, industries, China Huaneng Group Corporation and its subsidiaries.
2.1.5 Two or more legal persons whose legal representative is the same person, parent company, wholly-owned subsidiary company and holding company shall not participate in bidding for the same bid for this project.
2.1.6 The applicant shall meet the requirements of the tender documents for the applicant, and shall not be regarded as an unqualified applicant with corruption, fraud, etc. as defined by China's national laws and regulations and the relevant administrative department.
2.2 Applicant qualifications
2.2.1 The applicant must have the qualifications for the general contracting for the installation of mechanical and electrical installations issued by the State Construction Administration Department, and have one or more thermal network operation and maintenance and repair performance (maintenance contracting time is not less than one year). (Please provide specific performance details, with a copy of the contract, including the cover of the contract, the contract signature page, otherwise it will be treated as invalid performance).
2.2.2 The applicant intends to select the person in charge must have more than one year of hot network operation and maintenance and management experience; safety management personnel must have a safety management qualification certificate.
2.2.3 The applicant is not being ordered to suspend business, the bid qualification is cancelled, the property is taken over, frozen, or bankruptcy;
2.2.4 The applicant did not defraud the company for winning bids, serious breach events and major project quality problems in the past 3 years, and did not borrow others or lend qualifications or performance to others;
2.2.5 The Applicant has not breached the contract or been executed in any contract in the past 5 years, or any contract has been cancelled due to the bidder’s reasons. There have been no economic lawsuits in the past three years.
