Large-scale users refer to industrial and mining enterprises, office buildings, hospitals, schools, hotels, commercial buildings, stations, machine-trailers, roads and other places where lighting products are concentrated. Energy-saving service companies that use contract energy management to promote efficient lighting products can be regarded as large-scale users; Resident users refer to users who purchase units in the community or administrative village.

The financial subsidy funds are used to support the use of high-efficiency lighting products to replace incandescent lamps and other inefficient lighting products in use, mainly including subsidies for high-efficiency lighting products, and promotion funds for neighborhood committees and village committees. According to the regulations, for each high-efficiency lighting product of large users, the central government will subsidize 30% of the supply price of the winning bid agreement; for each efficient lighting product of urban and rural residents, the central government will subsidize 50% of the supply price of the winning bid agreement.

Saving electricity and saving money can help change the way of unreasonable consumption

The winning bidder shall print the words of government subsidies and green lighting projects on the outer packaging and the body of the product. The person in charge said that the residents should look for this mark when purchasing. At present, the first batch of 50 million high-efficiency lighting products promotion tasks have been released to various regions and relevant departments. If the organization is implemented well, the effect will be significant. The promotion volume in the 11th Five-Year Plan will exceed 150 million. By then, it will save 29 billion kWh of electricity, reduce carbon dioxide emissions by 29 million tons, and 290,000 tons of sulfur dioxide.

Demonstrate in some communities and administrative villages

The person in charge said that the ultimate beneficiaries of the promotion of financial subsidies for efficient lighting products are large users and urban and rural residents. Therefore, the quality of products is the key to the success of this project, and manufacturers must ensure product quality. In order to reduce the risk of consumers purchasing lighting products, it is not cost-effective to solve the energy-saving lamps that the people reflect more.

The problem must be that the company must strictly fulfill the quality commitments made for the service life of the products. We require the quality of the lighting products promoted by the relevant enterprises to be no less than one year for large-scale users and no less than two years for urban and rural residents.

Due to the uneven work foundations in various places, it is not advisable to spread large areas in the initial stage of promotion. The person in charge said that the incandescent lamps and other inefficient lighting products should be selected for demonstration in a relatively concentrated, well-organized, well-established community and administrative village. In addition, the state encourages enterprises to actively recycle used lamps during the promotion process and conduct effective treatment to prevent mercury pollution. Enterprises that falsify and defraud financial subsidies will also cancel their supply qualifications in addition to the withdrawal of subsidy funds.
