Enterprises that have not fulfilled the target of energy saving and emission reduction shall be given criticism and ordered to make rectification within a time limit. The principal persons in charge of the state-owned enterprises and persons in charge of the management of the state-owned enterprises shall be organized and handled in accordance with the relevant regulations and procedures in accordance with their administrative authority, and shall be "one-vote vetoed" for their performance evaluation.

Those organizations that do not communicate and do not supervise the implementation of energy-saving and emission-reduction policy-making arrangements and work arrangements and cause major losses or adverse effects shall be subject to public criticism. The principal responsible person and person in charge of the division shall be organized and handled in accordance with relevant regulations and procedures in accordance with the management authority, and the annual appraisal and appraisal shall be cancelled.

If there are violations and violations of law in the work of energy saving and emission reduction, which constitutes a violation of discipline, the relevant responsible persons shall be given sanctions in accordance with the relevant laws, regulations, and rules, and if suspected of committing a crime, they shall be transferred to the judicial authorities in accordance with the law.
