In the broadcasting and television interconnection plan, the network interconnection work mainly includes the physical connection of the backbone network and the distribution networks in various regions; the technical interconnection work includes the unified technical standards and the distribution and cross-domain services; the service interconnection work includes the programs and Cross-regional transmission of content in various industries; operation interconnection includes unified settlement of cross-domain business and industry chain benefit sharing; management interconnection includes unified management of network services and ensuring content security.

The six bases of one center, three systems mentioned in this report are the 136 projects that the radio and television project plans to start. A center refers to the construction of a national cable TV network content distribution and exchange center. The three systems include the national cable TV network operation support system, the national cable TV network content management system, and the national cable TV backbone network transmission switching system. The six bases cover the integrated base of radio and TV content, the integrated base of cultural resources, the integrated base of digital TV publications, the integrated base of digital TV interactive education content and the integrated information service base.

Among them, the radio and television content integration base is mainly responsible for the national radio and television video on demand content integration; the cultural resource integration base is mainly responsible for docking with public libraries, museums, art galleries, etc. to provide users with public cultural services; and the digital TV publication integration base It is responsible for docking with newspapers and other digital publishers, and integrating digital TV newspapers, books and other electronic reading materials.

In addition, the digital TV interactive educational content integration base is responsible for docking with educational publishers or content providers to integrate video content such as basic education and vocational education; the integrated information service base mainly integrates news media, e-government and financial, medical, tourism and other industry services advisory. The digital TV Internet content integration base is responsible for docking with key news websites and important portal websites, integrating green Internet content, and jointly building a manageable and controllable and healthy TV Internet.
