Compared with China Mobile's strong investment, the other two operators looking forward to the issuance of FDD-LTE licenses are currently more cautious about capital expenditures in 2014. On March 18 this year, China Unicom announced in Shenzhen that it has taken the lead in launching 4G network services in 25 cities across the country, and it is expected that 300 cities will be opened by the end of this year. But more emphasis is on the integrated development of 3G and 4G.

For China Telecom, the early and late 4G licenses mean awkwardness. On the one hand, its existing 3G network has advantages in coverage, but it is not superior in speed; on the other hand, the investment brought by large-scale development of 4G will have an impact on performance in the short term. China Telecom's capital expenditure in 2013 was about 80 billion yuan. It is expected to be equivalent to last year in 2014, but it emphasizes that if the FDD-LTE license is issued, its capital expenditure will increase by 20 billion yuan.

The issuance of 4G licenses marks China's communications industry entering a new era of 4G, which has created a good development environment for the further upgrade of China's mobile chip technology and industry.
