The robot consciousness is not yet mature, the EU has already begun to legislate

“Now people’s daily lives are increasingly affected by robots, and we urgently need to create a sound European legal system to ensure that robots continue to serve humans safely,” said Mady Delvaux, who is involved in robotic governance proposals.

The proposal for robotic governance was approved by the European Parliament's Legal Affairs Committee last Thursday. The proposal will be discussed in the plenary session of the European Parliament next month, and if voted, it will be written into EU law.

This proposal proposes 21 license recommendations for the design and use of robots. The following are some of the items mentioned in the proposal:

Developers need to design a one-button switch for the robot to ensure that the robot can be "killed" immediately in an emergency;

Developers need to ensure that all the steps that the robot makes are reprogrammable and traceable;

Developers must ensure that the robot's code is transparent to ensure that people can fully predict the behavior of the robot;

Developers need to ensure that when humans interact with the robot, they can clearly feel that it is just a machine, avoiding emotional dependence on it;

As a robot user, you can't use robots to do things that violate morality or the law;

Users cannot use the robot as a weapon;

In addition, the proposal suggests to establish a legal identity for the robot as an "electronic person." It will enjoy special rights and obligations, including the “e-person” who has the right to make independent decisions based on machine intelligence and has the right to interact independently with third parties.

Since the robot has already replaced humans to complete part of the work, the proposal also recommends that the owner of the robot pay taxes to the government to ensure the fair distribution of social resources. And they also need to buy the corresponding insurance for the robot like buying a car insurance.

The proposal states that robots will bring about a new industrial revolution that inevitably brings about a change in class.

Lorna Brazell, a partner at international law firm Osborne Clarke, said he was surprised by the depth of the content involved in the proposal, but still questioned the need to establish a legal status for future robots.

Artificial intelligence has now become a direction for the big companies such as Google and Apple to look for in the future, but at present, the most popular ones in our consumer life are functional robots like sweeping robots and Echo smart speakers, compared to science fiction stories. "Robot", the reality is still a little far away.
